It was held the first workshop entitled “Regional planning in the field of regional and local roads in the North”, strategic planning activity to identify the needs for improving regional and local roads.

By organizing the first regional planning workshop in the sector concerned, the organizers sought to launch the activity of the working group from the North, involving it in the formulation of the main regional and local issues relating to roads and accessibility. This workshop is part of a series of roundtables focused on strengthening and capacity building of regional and local planning and programming.

In the opening speech of the event, the Deputy Head of the Directorate General for Regional Development of the Ministry of Regional Development and Construction, Igor Malai, declared that sectorial regional planning workshops are important for all who are involved in regional development. “Today’s workshop and those ahead will offer us the opportunity to identify the need of rayons from the north of the republic in the field of roads,” explained the official from the MRDC.

“If the composition of the working groups of the other three planning areas consists only of representatives of Rayon Councils, in the working group of Regional and Local Roads sector we have insisted to appoint LPA’s representatives as well, in order to exclude the political factor when the time for financing the project proposals will come, as a result of organizing this series of workshops. Our efforts will result in the possibility of obtaining European funding,” mentioned the Director of North RDA, Ion Bodrug.

Moderated by Maria Prisacari, a specialist in strategic issues and planning within the Regional Development Agency (RDA), the workshop was divided into three working sessions during which, in the context of regional planning and programming, the participants discussed on the current situation of the RLR sector in the regions of the country and the development of programs in the RLR sector.

The workshop was attended by representatives from the Ministry of Regional Development and Construction (MRDC), Ministry of Transport and Road Infrastructure (MTRI), State Road Administration (SRA), the members of the working group of the NDR, specialists from North RDA, MLPS , GOPA, SA “Drumuri”, Rayon Councils from North region.

Project records will represent the outcome of sectorial regional planning workshops, prepared to be submitted to European funds and presented to interested donors.

Since 2012, in the North Development Region (NDR) there are organized such workshops in three intervention areas: Water supply and sanitation (WSS), Solid waste management (SWM) and Energy Efficiency (EE). Since 2014, there will be organized similar workshops in regional planning in the Regional and Local Roads sector (RLR). It was created by a working group (WG) for the four sectors. Together with specialists from the North RDA, national and international experts, the WG will participate in the development of integrated regional sectorial plans. This process will be completed by the end of 2015.

Since 2010, North, Center and South Development Regions, were actively involved in the initial processes of regional development, led by the Regional Development Councils (RDC’s) and RDAs. This action took place within a regional policy developed by MRDC.

Regional sectorial planning workshops are held within the project “Modernization of local public services” (MLPS), initiated in 2010 with the financial support of the German Development Cooperation through GIZ and implemented by the GOPA consortium. The overall objective of the project is to improve local public services in villages and towns in the Republic of Moldova. The beneficiary of the project is the Ministry of Regional Development and Construction (MRDC), Regional Development Agencies and Councils (RDAs & RDCs), communities from developing regions of the country.
