On 28 April, workshop No. 6 was held in Cimislia, where participants discussed the implementation of the Regional Sector Programme and the current situation of the process of developing viable project concepts, selected in energy efficiency in public buildings sector of South Development Region (SDR).

Today’s meeting was attended by representatives of the Ministry of Regional Development and Construction, representatives of LPA level II from the region, energy managers and representatives of the South Regional Development Agency (South RDA).

In her introductory speech, the Director of South RDA, Mrs. Maria Culesov said: ‘It was a long period of productive work, but today we can already present a final product, namely the Viable Project Concept for Stefan Voda. Everything that has been achieved so far proves once again that we are on the right track with regards to Energy Efficiency in South Development Region’.

As part of the workshop, participants presented the progress on the implementation of the Regional Sector Programme on energy efficiency in public buildings, the action plan and the progress on developing the Viable Project Concept (VPC) for the Stefan Voda Rayon Hospital, as well as identifying sources of funding and dialogue with donors.

The basic principles of project design and implementation, based on five pillars which would enhance effective public services, were also mentioned, as follows:

  • Local planning and programming;
  • Improving cooperation between LPAs;
  • Investments in optimizing infrastructure for the provision of local public services;
  • Enhancing the capacity of LPAs and service providers;
  • Mobilization and awareness raising of the population.

We note that, since 2010, North, Centre and South Regions were actively involved in regional development processes led by Regional Development Councils and Regional Development Agencies. In this context, the ‘Modernization of Local Public Services in Moldova” project, area of intervention 2: Regional Planning and Programming, comes to provide support to the Ministry of Regional Development and Construction in the planning process in the Energy Efficiency Sector for the Regional Development Regions of the country.
