A team of specialists from the Ministry of Regional Development and Construction (MDRC), Regional Development Agency North (RDA North) and RDA Center and advisors from the German Development Cooperation through GIZ participate, within the RDA North, in a two-day workshop on the establishment of results based monitoring and evaluation system within the project ‘Improvement of solid waste management services in Soldanesti, Rezina and Floresti’ with finances from the German investment Fund.

The workshop gathered experts from sections of strategic planning, project management, public relations and procurement, which have proposed to review the results-based monitoring system for the pilot project implemented in the three rayons. However, the participants in the session also discussed the roles and responsibilities in the implementation process of the pilot project.

In the analyses made, the participants took as example the implementation mechanism of the 5 pilot projects within the project ‘Modernization of local public services in the Republic of Moldova’, financed through GIZ. This mechanism is based on the ‘Pentagon’ model, which includes the following steps: (1) integrated planning and programming at the local level; (2) improve cooperation between local public administrations (LPAs); (3) investments in infrastructure optimisation for local public services delivery; (4) LPAs and service providers capacity building; (5) population’s mobilisation and awareness raising.

According to GIZ advisors, this project implementation model provides effective and sustainable results. Thus, Valentina Plesca, GIZ national senior consultant in local public services, states that regardless of funding sources, projects must follow this implementation mechanism, so that MRDC and RDAs reach such an approach, according to European practices. This is the way for the notion of ‘our projects’ and ‘your projects’ to disappear, says Denis Parea, GIZ advisor in solid waste management at RDA Center.

The head of Regional Statistics Section of MRDC, Violeta Evtodienco, argues that, unlike externally funded projects, the projects funded by the National Fund for Regional Development (NFRD) cannot cover costs of technical assistance, a fact which explains the differences between project implementation mechanisms financed by NFRD and external sources.

Working in groups, the workshop participants contribute to the adjustment of the SWM project documentation for the three rayons, according to the mechanism mentioned above. In this way, the chances for the project to be effective and sustainable will increase considerably.

About the project

From 2014, on Floresti territory, part of Development Region North, the project “Improvement of solid waste management in Soldanesti, Rezina and Floresti rayons” will be monitored by RDA North with the support of GIZ advisors within RDA North. We note that, to date, the project has been implemented across Floresti rayon by RDA Center.

With a total budget of USD 40 million, the project is an interregional one, the successful implementation of which will lead to the development of targeted localities and reduce the number of illnesses among population.

So far, in Floresti rayon, there were built 215 landfill platforms and machinery was purchased. However, a sanitary landfill is to be built in Soldanesti, 2 recycling yards in Soldanesti and Floresti, 2 transfer stations in Cotiujenii Mari, Soldanesti rayon and Floresti.

Initially, after the project’s implementation, about 77.000 people will benefit from a common SWM system. Subsequently, the project’s expansion is expected in order to cover the needs of 200.000 people in the three rayons.
