During the period between January 2014 and June 2014, the residents of Cahul rayon will be informed about the benefits of the public water supply and sanitation service and about the responsibility of citizens to pay bills for this common good on time. The campaign, entitled “Quality Water for You in Your Locality”, is conducted by the South Regional Development Agency, in partnership with Cahul Rayon Council, with the support of the German Government. The support is provided under the “Modernization of Local Public Services in Moldova” project, managed by the German Development Cooperation through GIZ.

Thus, the campaign slogan accompanies 2000 booklets and 4000 leaflets, to be distributed to citizens within the planned 32 public meetings. The promotion materials emphasize the benefits of a modern water supply and sanitation system for both health and the economy and quality of life.

In addition, 400 posters will be placed in 50 localities that are not connected to the water supply and sanitation service. At the same time, the message of the campaign will be printed on 8 billboards.

The video add of the campaign is built around two cases: a family forced to get water from a well which does not meet the quality parameters and another that has tap water, which greatly eases the effort. The spot is broadcast on local TV station and the Internet.

The consultants of Contact-Cahul Center, a non-governmental organization selected through competition to manage the communication campaign will hold 70 thematic public lectures for students of 35 education institutions in the rayon. Three thematic drawing contests will be organized for the students. On the occasion of the World Water Day, March 22, the interactive contest “TVC – Youth, Dream, Dare” will be organized.  The campaign will culminate in a ceremony of award for the active participants in the campaign. They will receive symbolic promotion accessories.

“It is very important for us to work with different target groups under the campaign: men and women, students and youth, public and private sector employees, local and regional media and  convey the same message to all: it’s time to be more careful with natural resources. For our health and the health of the generations to come, for comfort and a decent living, we must consume drinking water from checked and rigorously supervised resources“, says Silvia Strelciuc, executive director of Contact-Cahul Center.

The service provider “Apa-Canal Cahul” received substantial German investment in 2013, enabling it to expand the activity and become an efficient and profitable operator. Thus, the company’s headquarters underwent repairs in the amount of 580 thousand lei. At the same time, to optimize the operational capacity of the company, specialized machinery worth over 1700 thousand lei for intervention in the event of damage, sewage disposal etc. was purchased.

IM “Apa-Canal Cahul” was founded in 1970 and currently has approx. 45 thousand consumers. The company has all chances to become a real service operator and to serve not only the town Cahul, but also the neighboring villages.

GIZ approach is to foster inter-municipal cooperation, so that neighboring localities would provide joint services in order to increase efficiency and optimize costs. In 2012, a water pipeline was built in Rosu village with funds provided by the Romanian Government, through GIZ. In 2014 a sewerage system will also be built. The pilot project in Rosu village is implemented by the Regional Development Agency South.

In July 2012, Cahul rayon council approved the updated water supply and sanitation component of the Rayonal Socio-Economic Development Strategy. With GIZ support, the localities were grouped by possibilities to be connected to water and sanitation services, depending on access to river basins, rather than by administrative boundaries. Also, the priorities for investments in water supply and sanitation sector were traced.

The “Modernization of Local Public Services in Moldova” Project is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development, the Swedish Agency for International Development Cooperation (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
