The German Development Cooperation through GIZ is looking for a Junior National Advisor on Monitoring and Evaluation within its „Modernization of Local Public Services in the Republic of Moldova” project.

The Advisor will act as a junior specialist on Results Based Monitoring, Evaluation and Management.

The main responsibilities shall include:

  • Support the National Advisor on Results Based Monitoring, Evaluation and Management in ensuring that project applies an efficient and effective system for results based monitoring, evaluation and management and constantly develops it further;
  • Provide support to the National Advisor on Results Based Monitoring, Evaluation and Management in capacity development activities in adjusting the national/regional Monitoring and Evaluation system towards results for Ministry of Regional Development and Construction and Regional Development Agencies;
  • Implement internal Results Based Monitoring, Evaluation and Management System in order to ensure results oriented project steering and reporting.
  • Perform other work related duties and tasks, as assigned by the Ministry of Regional Development and Construction or GIZ.

Required qualifications:

  • Preferably 3 years of professional working experience in areas of monitoring and evaluation of investments/technical assistance projects in environment, regional planning and programming or local governance;
  • Proven ability to identify opportunities and to effectively manage relationships with government officials and other GIZ partners;
  • Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization. Mature initiative, tact and high sense of responsibility;
  • Fluency in the use of software applications, such as Word and PowerPoint;
  • Ability to work under pressure to tight deadlines with excellent time management skills;
  • Well-developed understanding of administrative processes;
  • Excellent written and verbal skills in Romanian and English and exceptional writing skills both for traditional and electronic media are mandatory. German and/or Russian would be an asset.
