A group of specialists from the Ministry of Regional Development and Construction (MRDC), Regional Development Agency South (RDA South) and advisors from the German Development Cooperation through GIZ attended a two-day workshop on establishing monitoring and evaluation results-based systems within the regional project ‘Development of water supply and sanitation services in Cahul funded by the German Development Cooperation through GIZ.

The meeting was attended by specialists from strategic planning, project management, public relations and procurement sections of RDA South, which, together with GIZ advisors have proposed to review the results-based monitoring system.

During the activity process it has been shown in detail the mechanism for implementing the five pilot projects within the ‘Modernization of local public services in the Republic of Moldova’ project. This mechanism is based on the ‘Pentagon’ model, which includes the following steps:

• integrated planning and programming at the local level;

• improve cooperation between local public administrations (LPAs);

• investment in infrastructure optimization for local public services;

• LPAs and service providers’ capacity building;

• population’s mobilization and awareness raising.

During practical exercises, participants developed the logical framework matrix of the project and initiated the process of possible risks preparation in implementing the project.

 

Following the session, the Agency will establish an improved results-based monitoring system (RBM) both for infrastructure projects financed by the German Investment Fund, as well as the National Fund for Regional Development.
