12 employees of the Academy of Public Administration and the Ministry of Regional Development and Construction (MRDC) participated on 22-24 September in the training of trainers on the “Leadership development in public administration.” This activity was facilitated by trainers from Nicolae Dumitrescu Academy and financially supported by the German Development Cooperation through GIZ, through the “Modernization of Local Public Services in the Republic of Moldova” project.

The purpose of “Leadership Development in Public Administration” is to improve leadership capacities needed to manage a public institution and its human resources, providing the necessary prerequisites for efficient administration to meet the requirements of citizens contributing significantly to increasing the quality of life.

The training was based on three core modules, namely:

I. Personal leadership – self-control

II. Relational leadership – relationships development

III. Organizational leadership – the responsibility to lead

This activity is a continuation of two other courses “New Perspectives on Leadership” held on March 4, 2014 and “Communication and motivation – the basis of leadership” held from June 18 to 19, which allowed future trainers to familiarize themselves with the topics and the techniques for teaching them.

By the end of this year, several activities to continue this collaboration were planned, one of which is facilitating the coaching sessions for prospective trainers, as well as completing the training materials for the training program “Leadership development in public administration”. Its piloting is planned to be implemented in early 2015.

In March 2012, the Moldovan Academy of Public Administration (APA), the Ministry of Regional Development and Construction (MRDC) and the German Development Cooperation through GIZ signed a Memorandum of Understanding on the implementation of regional development policies through capacity building of LPAs, RDAs, RDCs and of the trainers involved in this process.

The “Modernization of local public services in the Republic of Moldova” project is implemented by the German Development Cooperation through GIZ, financially supported by the German Ministry for Economic Cooperation and Development (BMZ), the Swedish International Development Cooperation Agency (Sida), the Ministry of Foreign Affairs of Romania and the European Union.
