On December 17, 2013, the Energy Efficiency Agency and the Ministry of Regional Development and Construction held the seminar on energy efficiency of buildings, hosted by the EEA and attended by producers of construction materials, designers, architects, representatives of the MRDC and EEA.

During the seminar, the provisions of the technical standards in the relevant field were discussed, as well as the new framework regulating the energy performances of buildings. Also, according to seminar’s agenda, topics that will strengthen the knowledge of all stakeholders involved in the mechanism related to the energy performance of buildings were approached, such as: 

  • Provisions of the draft law on energy efficiency of buildings, Mr.Gheorghe Croitoru, Head of Department for Technical and Economic Regulations, MRDC
  • Comparative analysis of the legal framework on the functioning of the energy efficiency auditing and the auditing of buildings’ energy performance, Mr. Denis Tumuruc, main specialist of the Audit, Authorizations and Inspection Service, EEA
  • Comparative study of the regulatory basis of energy efficiency in buildings, Mr. Valeriu Isaico, INOGATE expert
  • Presentation of MOREEFF Program, Mrs Natalia Zadorojnaia, administrative officer, MoREEFF

Currently, the problem of increasing energy efficiency in all sectors of the economy is a priority for Moldova.

Buildings consume 45% of total energy consumption in the country, with the greatest potential for reducing consumption. Therefore, energy efficiency in buildings should hold a special place in the policy of the Republic of Moldova.

In this regard, the Ministry of Regional Development and Construction, with the support of the international project funded by the European Bank for Reconstruction and Development, developed the draft Law on the energy performance of buildings, which would create the legal framework and mechanisms to encourage improvements in energy performance of buildings in the country. This draft law will transpose into national law the Directive no. 2010/31 of 19 May 2010 of the European Parliament and of the Council of 19 May 2010 on the energy performance of buildings, published in the Official Journal of the European Union L 153 of 18 June 2010.
