The law developed by the Ministry of Environment aims to establish a legal framework required for establishing, organizing, managing, regulating and monitoring the functioning of the public service of technological and drinking water supply, sewerage and wastewater treatment, ensuring accessibility, availability, reliability, continuity, competitiveness, transparency, compliance with quality standards, environment safety and protection, to ensure the effective functioning of public water supply and sanitation systems. 

The law establishes the functions of central and local public authorities, central regulatory public authorities, and the rights and obligations of consumers and operators providing the public water supply and sanitation service in localities, other provisions related to the functioning of the public water supply and sanitation service.

The draft law on the public water supply and sanitation services no. 258 of 14.06. 2013 was reviewed and adopted in the first lecture at the plenary session of the Parliament of Moldova of July 12, 2013.
