On 3 April, at the North RDA the Local Steering Committees (LSC) for two Energy Efficiency in public buildings projects (EEPB) were established. These are the projects: ‘Increasing of Energy Efficiency of the High School (lyceum) ‘Dimitrie Cantemir’ from Balti municipality and ‘Increasing of Energy Efficiency of the Secondary School (gymnasium) ‘Iurie Boghiu’ from Flaminzeni village’. The constituent meetings of the two LSCs were organised in cooperation with the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS), implemented by the German Development Cooperation through GIZ.

At the meetings the obligations of local project managers and monitoring reports of two EEPB projects from Balti and Flaminzeni, Singerei rayon were presented.  Also, the members of both Committees examined and approved unanimously the operating rules of LSCs. According to the provisions of the operating rules, the director of Lyceum ‘Dimitrie Cantemir’, Angela Murzac was chosen as chairwoman of the LSC for the project in Balti; Mihail Vlasenco, the deputy head of Directorate for Education, Youth and Sports of Balti municipality was appointed deputy chairman of LCS and Larisa Buza – the secretary of LCS. For the project in Flaminzeni, director of Gymnasium ‘Iurie Boghiu’ from Flaminzeni – Lilia  Cumpata was chosen as chairwoman of LCS; Stefan Herta, the mayor of Coscodeni was appointed deputy chairman of LCS and the project manager Vitalie Garbu – the secretary of LCS.

LCSs will serve as platforms for ensuring better cooperation between main stakeholders in the implementation of projects in particular and of regional development policy in general. In this context, Dietrich Hahn, GIZ/MLPS international senior advisor mentioned that via CLSs ‘we try to give more ownership to local authorities involved in the implementation of projects’.

As a result of implementing the two EEPB projects, the Lyceum ‘Dimitrie Cantemir’ from Balti will become more energy efficient. In this manner, following 11 investment measures the annual energy standardised consumption in the educational institution in Balti will be reduced by 547 MWh and the C2 emissions by 125 tons.  In Flaminzeni village of Singerei rayon the Gymnasium  ‘Iurie Boghiu’ will become more energy efficient. Thanks to 14 investment measures the annual energy standardised consumption in the Gymnasium  ‘Iurie Boghiu’ will be reduced by 552 MWh and the annual standardised Co2 emissions by 118 tons.

The estimated value of the Lyceum ‘Dimitrie Cantemir’ from Balti is EUR 1.236 million and of the Gymnasium  ‘Iurie Boghiu’ from Flaminzeni – EUR 1.264 million. The funds will be provided by the European Union via the MLPS project.
