On 3-4 April at the North RDA the Local Steering Committees (LSC) for three Water Supply and Sanitation Projects (WSS) were established. These are the projects:  ‘Improvement of water supply and sanitation services in Drochia rayon’, ‘Improvement of water supply and sanitation services in Falesti town, and ‘Optimisation of maintenance costs for water supply and sanitation system in Edinet rayon’. The constituent meetings of the three LSCs were organised in cooperation with the ‘Modernization of Local Public Services in the Republic of Moldova’ (MLPS), implemented by the German Development Cooperation through GIZ.

At the meetings, the obligations of local project managers and monitoring reports of three WSS projects from Drochia, Falesti and Edinet were presented. Also, the members of the three Committees examined and approved unanimously the operating rules of LSCs.

According to the provisions of operating rules, the mayor of Drochia town, Nina Cereteu was chosen as chairwoman of the LSC for the project in Drochia; Vitalie Josan, the vice president of Drochia rayon was appointed deputy chairman of LSC and the project manager Ruslan Babin – the secretary of LSC.

For the project in Falesti, the mayor of Falesti town, Vladimir Rusu was chosen as chairman of LSC; Constantin Cuschevici, Head of Section for construction, utilities and roads from Falesti Rayon Council was appointed deputy chairman of LSC and the project manager Serghei Culibaba – the secretary of LSC.

For WSS project in Edinet, the director of M.E. ‘Apa-Canal’ Edineț (water utility), Vitalie Sorocan, was chosen as chairman of LSC; Alexandru Zui, local counsellor of Falesti Rayon Council and Valeriu Rogaciov, specialist from Directorate for construction, utilities, roads, privatisation and post privatisation were appointed deputy chairmen of LSC and the project manager Angela Miron – the secretary of LSC.

LCSs will serve as platforms for ensuring better cooperation between main stakeholders in the implementation of projects in particular and of regional development policy in general. In this context, Denis Parea, GIZ/MLPS national advisor in local public services mentioned that newly established  LSCs will provide solutions for any issue appearing during project implementation and will give more ownership to involved parties at local level’.

As a result of implementing the three WSS projects, the water supply networks in Edinet town will be extende by 4.5 km, and 22.9 km will be rehabilitated. In Falesti town, 11.5 km of water supply networks will be extended by 2.4 km and 2.6 km of water supply networks will be constructed. In Drochia town 4.6 km of under pressure drinking water supply networks will be rehabilitated and 8.5 km of water supply system.  Moreover, the water supply networks in Drochia will be extended by 8.9 km. Also, in Drochia 1 drinking water treatment plant will be constructed and 2 pumping stations, 7 water towers and drinking water tanks will be rehabilitated. Additionally, 7 hydrophore stations will be installed in multi-store residential buildings.
The estimated value of the WSS project in Drochia is EUR 1.5 million, of WSS project in Falesti – EUR 1.27 million and of WSS project in Edinet – EUR 2.85 million. The funds will be provided by the European Union via the MLPS project.

Further, the LSC for the project ‘Improvement of water supply and sanitation services in Pascauti, Damascani, Proscureni, Galaseni, Malaiesti and Hiliuti localities of Rascani rayon’ will be established. The estimated value of the project is EUR 3.5 million, provided by the European Union via the MLPS project.
