The nongovernmental organisation Research and Consultancy in Management Institute ‘Business Consulting Institute’ (BCI), selected through competition by the German Development Cooperation through GIZ in order to promote civil society engagement in modern local public services delivery process in the North Development Region was presented on Wednesday, 20 December at the first working meeting at the North Regional Development Agency (RDA).

According to the contract, BCI forming a consortium with the Centre for European Orientation and (COPE) ‘Dialog’ and Public Association (AO) ‘Demos’ will facilitate mobilization of community under six projects implemented in the North Development Region with the Modernisation of Local Public Services in the Republic of Moldova’ (MLPS) project support, carried out by GIZ and financed by  the European Union: four projects in Water Supply and Sanitation (WSS) field and two in Energy Efficiency in public buildings (EEPB).

In his turn, the interim director of North RDA, Constantin Bandiu, thanked the European partners for the support provided and mentioned the importance of the substantial financial assistance from EU. ‘The implementation of the six projects will be based on the 5-pillar approach, activities in which all parties involved in this complex process will take part’, underlined the interim director of North RDA, indicating that throughout this entire process the Agency will deal with the pillar relating to investments in optimising the infrastructure for local public services delivery.  

Denis Parea, GIZ/MLPS National Advisor in local public services reported that BCI in consortium with the other two mentioned nongovernmental organisations will facilitate the activities carried out during the working meetings under the six projects, organise and conduct information campaigns  and monitor the progress of works executed in the projects which will receive MLPS project support.

BCI executive director, Liviu Andriuta, presented the work plan which is to be implemented based on the 5-pillar approach: (1) integrated planning and programming at local level; (2) improvement of cooperation between LPAs; (3) investments in optimising the infrastructure for local public services delivery; (4) strengthening the capacities of LPAs and service providers; (5) mobilization and raising awareness of population.

BCI is and organisation established in 2000, which offers consultancy services in business to public and private companies. It is renowned for the quality of services and products, for performance practices and efficient strategies in business launching, recovery or administration. BCI performs analysis, audits, market studies and surveys. It elaborates development programmes and strategies, business plans, feasibility studies, investment projects.

COPE ‘Dialog’ is a public organisation, non-profit, nongovernmental, apolitical, open for cooperation with nongovernmental organisations, public and private institutions, donor institutions from the country and from abroad interested in strengthening the civil society in the Republic of Moldova. COPE ‘Dialog’ was established in 2003 and registered with the municipality of Chiscareni commune, Sangerei rayon in 2005.

A.O. ‘Demos’  started its activity as a public organisation and was registered with the municipal council of Edinet in 2001. Following its re-registration in 2008, the nongovernmental organisation received the legal status of public association. The mission of the association is to develop the socio-economic skills and competences of young people and women for a prosperous community.
