In 2016, the Academy of Public Administration (APA), with support of the German Development Cooperation through GIZ, will provide four training programs to the local authorities: planning and programming at local and regional level, regional development, leadership development in public administration, public procurements and management of conflicts of interest in public procurements. The training courses have been designed in partnership with the Ministry of Regional Development and Construction (MRDC).

The Academy of Public Administration has established the schedule for the first semester of 2016. The training program ‘Planning and programming at local and regional level’ will be delivered as follows:

  •     23 – 27 May, 2016 – section I ‘Management and integrated strategic planning’;
  •     06 – 10 June, 2016 – section II ‘Management and project development’.

The course will last 10 days (40 hours per each module) and aims at building the skills of developing community strategic development plans, developing and managing local/regional projects by gathering new knowledge, exchanging experiences and successful practices, evaluating own communities, identifying and applying tools of strategic planning, community development and project management.

The ‘Regional Development’ course will be available on the following dates: 16 – 20 May, 2016 (Module I), 30 May – 03 June, 2016 (Module II). The duration of each module will be 5 days (40 hours) and their aim is to inform the participants on the regional development process from the perspective of the EU values and standards in this field, taking into account the efficient mechanism of regional development and the tools for involving social actors in the regional development process at territory level.

The ‘Development of leadership in public administration’ program will be carried out on 25 – 27 April, 2016 (Module I), 11 – 13 May, 2016 (Module II). This course will last 3 days (24 hours) for each module and aims at improving the leadership capacities necessary to manage a public institution, offering the necessary prerequisites for efficient administration that meets our citizens’ requirements, to significantly contribute to the improvement of the life quality in their area of influence and the community’s welfare.

In addition, the training materials for the module ‘Managing conflicts of interest in public procurements’ will be developed in 2016. This module will be included into the existing course ‘Public Procurements’ delivered by the APA.
