SME representatives will be trained in order to present in public procurement conducted by Regional Development Agencies more professional and competitive bids. In particular, it will be focused on four priority areas for regional development:

1. water and sanitation;

2. energy efficiency in public buildings;

3. solid waste management;

4. local and regional roads.

Complementary private sector support will be offered by Sequa consulting company, in partnership with the Chamber of Commerce and Industry of the Republic of Moldova.

The assistance occurs with the financial support of the European Union under the project “Modernisation of local public services in the Republic of Moldova”, implemented by the German Development Cooperation through GIZ in partnership with the Ministry of Regional Development and Construction and Regional Development Agencies North Center and South.

Thus, on the 19th of March, 2014 was held the first planning workshop of support activities for private sector, to be conducted by the end of 2015. The event was attended by representatives of the Ministry of Regional Development and Construction, Regional Development Agencies, Chambers of Commerce and Industry, Organisation for Small and Medium Enterprises Sector Development, and business associations.

The workshop analysed the challenges in public procurement: faulty information, gaps in legal and regulatory framework, and the limited number of companies that can participate in consistent tenders.

Later on, it was discussed regarding creation of working groups at national and regional level, which will be responsible for the successful implementation of planned actions as to increase the capacity of small and medium enterprises in order to participate in the procurements carried out by Regional Development Agencies in the 4 sectors.

The National Working Group could consist of:

  • Ministry of Regional Development and Construction
  • Chamber of Commerce and Industry of the RM
  • Ministry of Finance / Agency for Public Procurement
  • National Confederation of Employers of RM
  • Organization for Small and Medium Enterprises Sector Development
  • Ministry of Environment
  • Ministry of Transport and Road Infrastructure
  • Agency for Energy Efficiency
  • German Development Cooperation through GIZ

Regional working groups could include in their composition:

  • Regional Development Agencies
  • Chamber of Commerce and Industry (branch of Development Region North, Center, South)
  • National Confederation of Employers of RM
  • Members of the private sector within Regional Development Councils
  • German Development Cooperation through GIZ

It follows that the proposals of conceptualizing of activities to be compiled by Sequa which, jointly with partners, will establish an action plan.
