Today, 3 December 2015, in Chisinau, were held public hearings on the draft National Strategy for Regional Development (NSRD) 2016-2020. The event was organized by the Ministry of Regional Development and Construction (MRDC) and supported by the German Development Cooperation through GIZ under the project ‘Modernization of local public services in the Republic of Moldova’ (MLPS).

Vasile Bîtca, Acting Minister of Regional Development and Construction  expressed his hope that this ‘public hearing process will contribute to improving the quality of the document and those responsible within the MRDC jointly with the experts involved will review each proposal in order  to identify the best solutions that can contribute to streamlining the strategy’s implementation process ‘. However, the acting minister, said that during the ‘development of the NSRD 2016-2020 it was taken into account the provisions of the Association Agreement Republic of Moldova-European Union and the document itself aims at adjusting the national legal provisions of the Republic of Moldova to the provisions of communautaire regulation framework ‘.

During the event, MRDC representatives discussed on the progress following the implementation of NSRD 2010-2015, objectives of NSRD 2016-2020 and the plan to implement the new document and mechanisms for its monitoring and evaluation. Also, independent experts presented the results of interim evaluation of NSRD 2010-2012 and 2013-2015 implementations. Alexandr Muravschi, GIZ/ MLPS National Leading Policy Advisor on Regional and Local Development, who was the moderator of the event talked about the relevance of this interim evaluation which ‘served as a very effective and useful basis in the development of NSRD 2016-2020’, said Alexandr Muravschi.

By law, the National Strategy for Regional Development is the main document for regional development planning and has activities on implementation of policy in the field. During the development of NSRD 2016-2020 there were considered the provisions of the national legislation in force from the specific area, but also from related areas of regional development process. The objective of the new strategic document is balanced and sustainable development ensured in all regions of Moldova. It will focus on three main elements of regional development: competitiveness, cohesion and good governance.

We would like to mention that NSRD 2016-2020 has been developed by a mixed group of specialists from MRDC, with the active participation of RDAs’ specialists and members of the inter-ministerial working group created by the Minister’s order. A significant support in the development of NSRD 2016-2020 was provided by experts from the Ministry of Infrastructure and Development of Poland (MIDP) and GIZ /MLPS advisors.

The project ‘Modernization of local public services in the Republic of Moldova’ is implemented by the German Development Cooperation through GIZ and is financially supported by the German Ministry of Economic Cooperation and Development (BMZ), the Swedish Government, the Romanian Government, the European Union and the Swiss Agency for Development and Cooperation (SDC).
