The German Development Cooperation through GIZ is looking for a Regional Development Project Advisor within its „Modernization of local public services in the Republic of Moldova” project.

The advisor will support and work at the Regional Development Agency Center (RDA Center), located in Ialoveni.

The main responsibilities shall include:

  • Analyse project documents and suggest improvements, if applicable;
  • Develop suitable tools (flow-charts, check-lists, templates) to support RDA staff’s work and Local Public Authority (LPA) Project Manager;
  • Render, together with respective RDA staff, consultancy services to LPA Project Manager;
  • Undertake joint field visits to project implementation sites, together with RDA and LPA staff;
  • Identify needs for additional Short Term Experts (STE) input, suggest to LPA Project Manager, RDA staff, and project, draft ToRs for STE, and provide feedback/evaluation of the STE’s performance to the GIZ project;
  • Facilitate the LPA Project Manager  to produce reporting and other documents in accordance with RDA requirements;
  • Support the RDA staff to produce reporting and other documents in accordance with specific donor agency’s needs, if applicable;
  • Mediate and moderate the communication between RDA, LPA, and suppliers (contractors);
  • Participate in public procurement procedures for regional development projects;
  • Ensure that quality criteria as defined by GIZ project monitoring and evaluation matrix (‘outcome indicators’) are met;
  • Elaborate and present for information to the RDA’s Director weekly work plans, and actively participate at the weekly meetings of RDA, with exceptions of overlapping activities.

Required qualifications:

  • Degree (Bachelor and/or Master) in one of  the following fields: Civil Engineering, Architecture, Biology, Environmental studies, Public Administration, Business Administration;
  • At least 2-3 years of work experience in a relevant field; detailed knowledge of administrative and government structures of the Republic of Moldova;
  • Strong IT skills, analytical and report writing skills;
  • Very good knowledge of Romanian and English, Russian and German would be an asset;
  • Drivers’ license. Ability and motivation to conduct regular day trips throughout Moldova;
  • Strong communication skills, as well as a desire to work in an efficient, independent and innovative manner in a multi-disciplinary and inter-cultural team are expected.
