The advisor will act as specialist on communications for the Ministry of Regional Development and Construction (MRDC).

The main responsibilities shall include:

  • Identifying, initiating and implementing the internal communications, relations with the media, information and awareness with respect to activities conducted by MRDC, including promotion of messages on the topic of European integration;
  • Supplementing (completing) the activities conducted by the Press Service of the Ministry, informing and communicating to the public on the MRDC’s activities, promoting the European support in realization of the MRDC’s policies, running information and awareness campaigns, establishing new partnerships with the media and ensuring good achievement in internal communication;
  • Helping increase the level of information and awareness of the population regarding the objectives and achievements of MRDC, in the approximation to the European Union;
  • Providing logistical and organizational assistance with the public events.

Required qualifications:

  • Bachelor degree and/or Master degree in Communications, Journalism, Public Relations; or equivalent professional work experience in the communications area;
  • At least 3 years general work in communications within public institutions and international development area;
  • Be able to work autonomously and on own initiative, while reporting regularly to the Project Manager and direct coordinator;
  • Be a team player, supportive of colleagues and able to ask for support, when required;
  • Proven ability to identify opportunities and to effectively manage relationships with media representatives, government officials and other GIZ partners;
  • Excellent interpersonal, organizational and time management skills. Ability to interact effectively with all levels of the organization. Mature initiative, tact and high sense of responsibility;
  • Excellent planner and implementer, capable of withstanding pressure and meeting tight deadlines;
  • Good knowledge of written and oral English and Romanian; Russian or German would be an asset;
  • Ability to interpret, translate in small groups or at small meetings desirable;
  • Excellent computer skills (MS Office, Outlook, Internet and other);
  • Willing and able to travel inside and outside the country for event support, when needed.
